Investigation often done in secrecy and conspicuously, but interrogation doesn't have to be the only way conspicuous investigation could be done. The Bureau could become talent agents and apply their detectives for jobs around the country, their salaries and bonuses and all of the income that came to them, must be paid to the Bureau.
By doing this the Bureau would earn money and also information.
